Having built this site back in 1999 in conjunction with Esprit Public, we were recently called upon to provide some additional functionality and theme upgrades.

We upgraded Drupal core and contributed modules and built new functionality around [webforms](http://drupal.org/project/webform) and [Organic Groups](http://drupal.org/project/og) allowing site administrators to specify conditional recipients based on Organic Group characteristics.
